I support the recommendation.

However I am concerned at the vagueness of the recording conditions, e.g. 3 & 6, which give no detail as to methods to be employed; PDNPA is not an archive facility so where will the record be stored etc.  There needs to be a tighter requirement, e.g. that a written scheme of investigation (WSI) is submitted to the Authority for approval prior to any works commencing, so that all the detail of how and what and where can be clearly defined, for everyone's benefit.
