Full Application – Renovation and Change of Use of Former Shippon to Detached Dwelling, Bleak House, Newtown, Longnor

Minutes:

It was noted that Members had visited the site on the previous day.

 

The Head of Planning reminded Members that this application had been deferred at the meeting of the Committee held on 13 June 2014 to facilitate a site visit and provide an opportunity to obtain further information of the applicant’s financial position and possible input by a Housing Association. The Committee were advised that discussions with the applicant had suggested that commercial lenders were not willing to fund the proposed development if approved with a local occupancy restriction and local housing associations preferred to support new build opportunities.

 

The following spoke under the public participation at meeting scheme

 

·         Cllr Jason Hails, District Councillor

·         Leiila Killoran, relative of applicant

·         Maria Killoran, applicant

 

Members discussed issues relating to policy HC1 and moved a motion to approve the application as the proposals  would enhance the landscape through the removal and restoration of existing buildings on the application site. The motion was put to the vote and carried.

 

RESOLVED

 

To APPROVE the application subject to the following conditions:

 

1.         Minor design condition.

 

2.         Development carried out in accordance with the submitted plans

 

3.         Withdrawal of permitted development rights

 

4.         Removal of existing buildings prior to occupation

 

5.         Highway conditions as set out in the response from the Highway Authority
