Fully support the recommendation for refusal.

While the remains have been damaged in the past and are considered to be of local significance, the proposal for monitoring is a proportionate response against the level of disturbance that would be necessary to achieve the desired outcome of this proposal.  As noted in the report, refusal to undertake the proposed monitoring is contrary to DMC5E and therefore refusal is fully justified.
