REMOVE AND REPLACE THE EXISTING FRONT ELEVATION WINDOW WITHIN THE ADMIN OFFICE, AT CHURCH OF ENGLAND PRIMARY SCHOOL, YOULGRAVE (NP/DDD/0220/0154/SC)

I am unable to support the recommendation based upon this report for the following reasons:

1. It is unclear whether the test of "substantial harm" has been applied;
2. No reference is made to paras 195 and 196 of the NPPF which require harm to be weighed against public benefit;
3. No reference is made to Policy CC1 (Climate change mitigation) in the Core Strategy;
4. No reference is made to DMP Policy DMC5 (F) (weighing harm against benefits);
5. It is unclear whether the present window is a replacement and, if it is, whether it accords with the original;
6. No attempt has been made to evaluate the benefits of the proposal against whatever is seen to be wrong with it, nor are we told whether other solutions are possible that will bring the same benefit in a way that Officers consider acceptable
